SR 5/US 1/ Federal Highway Resurfacing, Restoration, and Rehabilitation (RRR) Project

Project Length: 4.222 Miles

Project Limits: State Road (SR) 5/US1/Federal Highway from north of 87 Street to south Sebastian Boulevard

Project Purpose: Repave and restripe the existing roadway to extend the service life, improve rideability, and modify lane widths to reduce speeds and provide buffered bicycle lanes.

Public Meeting: Thursday, May 15, 2025, at 6:00 p.m. and will be offered in-person and virtually simultaneously.

The public meeting will take place at The Riverhouse located at 305 Acacia Road, Vero Beach, FL 32963.

The public meeting will consist of a formal presentation followed by an open discussion. Staff will be available to answer questions and provide assistance. Comments and questions will be answered in the order received. If your question is not answered during the event, a response will be provided in writing following the meeting. Questions and comments may also be submitted prior to the meeting by contacting the Project Manager.

Anticipated Construction Start Date: Summer 2027

Anticipated Construction End Date: Fall 2028

Estimated Construction Cost: $9.2 million

Scope of Work:

  • Mill and resurface the existing pavement.
  • Upgrade pedestrian curb ramps to current standards as necessary.
  • Upgrade signing and pavement markings.
  • Reduce posted speed to 45 mph.
  • Reduce travel lanes to 11-ft wide to provide 6-ft buffered bicycle lane.
  • Add keyhole bicycle lane between outside travel lane and right turn lane where missing.
  • Update pedestrian detector (button) accessibility per current standards.
  • Upgrade intersection lighting to LED at the signalized intersections.

Construction Impacts:

  • Work will be done in phases to reduce the effects of construction on the community.
  • Temporary lane closures will be required during construction.
  • Repaving and restriping will be performed at night.
  • Access to businesses and residences will be maintained at all times.
